Perhaps, but tolerating something does not necessarily exclude ignoring or hiding it as well.

I disagree
there are many reasons you might know what someone is doing and allow it
you might be afraid for yourself or for others (the Catholic church fits here)
you might be apathetic, even though you are intolerant (I know lots of people like that- very intolerant people, but with very little energy)
You might be more focused on other things- or in the case of people with a mission, totally focused on other things- so that even if you did NOT approve, your commitments to another cause precluded your engagement

I can think of many many other reasons why people might be silent, that have nothing to do with toleration
