I don't think it (a central repository) already exists, I think the idea behind the Homeland Security Department is to create one.

I think there needs to be one to make it easier for the government to find potential criminals. But I think the potential to abuse such a system is too great, to allow such a beast to be created with a great public dialogue on it.
