What I was looking for, and finding, was just plain bad writing. Almost deliberately stilted, unnecessary use of jargon (some jargon in such papers is appropriate, though seldom necessary, but the use of jargon just to appear more learned is pretentious and, IMO, bad writing), incorrect grammar (it's amazing how many papers have a substantial number of grammatical errors), and the like.

My standard of judgment was Strunk and White, and their concept that good writing is straightforward, informative, direct, and clear.
