You are confused, also. I'm one of the apparently few disidents that thinks global missile defense needs to be studied and will eventually be accomplished, but should be done so for mutual, not unilateral benefit.

What I object to is the secrecy that leads to deception and unlimited war profiteering for programs such as this, with this administration's penchant for contempt for the American taxpayer and citizen.

The subject of technical defense against symmetric and asymmetric threats may be the only "way out" for the dilemma of exponentially increasing capability for technology to be used for good or ill, by smaller and smaller groups of people. The priority should be for detection against radiation and biowarfare, and missiles after that. Then such things as nanotech warfare in a decade, and offworld settlements later this century as insurance. There's a lot to do. Uninformed bickering won't help.
