I consider it a disgrace that laws do not already exist requiring testing of any available DNA evidence in at least capital cases. The purpose of the system should not be to randomly kill innocent people. I have no problem with the DP, but it should be applied only to those who provably committed capital offenses.

They have set themselves outside of our limits to accommodate a reasonable resolution and they should be categorized as out side the normal considerations of the penal system. Yes, including death or some other form of permanent banishment from the resources of society (including that they should no longer qualify to be housed in a publicly funded facility, jail or otherwise).
I believe the more sensitive among us will have a problem with your solution too. Just like they do wit the DP. And it will be the same people.
