Likely just posturing. They seem to be in an awful hurry to push this through given the amount of time they suggest that they have before supply becomes an issue. In my opinion the US will be quietly buying soon after the legislation is approved. I doubt they care have their transactions cost them an extra 5-10% an ounce just because they were mouthy about their intentions ahead of time like Great Britain was.
