Yes, frequency is considered to be sporadic in evolutionary change. Gaps and inconsistencies are none the less overlooked in the theory. Smoothly wasn't the best word. Current theory does though require sizable jumps and considers it no big deal. I don't completely reject evolution, but I don't accept it as a complete explanation or fact. The creation of sub-species in evolution seems somewhat reasonable. However, the more that is expected of the process the less credible it begins to appear.
