B.C. man guilty of manipulating market online Posted false rumours

A British Columbia man has been found guilty of masterminding a pump-and-dump scheme over the Internet that manipulated the prices of five different penny stocks and earned him US$41,752 in profit.

Jesse J. Hogan, a salesclerk at a Burnaby tools store, used 14 aliases to post hundreds of false rumours about the companies on online bulletin boards and chat rooms, according to a ruling yesterday by the British Columbia Securities Commission.

This is the first time the provincial regulator has taken action against an individual who has used the Internet to artificially inflate the price of stocks and pocket ill-gotten gains.

Mr. Hogan, who is in his mid-20s, could face a lifetime ban from securities trading or up to $100,000 in penalties, according to a spokesman with the BCSC, which has yet to determine sanctions.

A three-member panel of the OSC concluded that Mr. Hogan conducted a "blatant and highly effective market manipulation" that "seriously impaired the integrity of the capital markets and were contrary to the public interest."

Mr. Hogan posted fake takeover rumours and other misleading information about Astrocom Corp., MicroTel International Inc., AM Communications Inc., Egan Systems Inc. and RSI Systems Inc.

The five technology companies traded on the Nasdaq over-the-counter bulletin board.
