"Is this guy blind or stupid?"

Neither, IMO. Just a liar.

Not blind or stupid. He's just doing his job. If he was to make public his own views of the market it would crash. No doubt about it ( remember Baker in '87)

He cant tell the truth even if he knew it.

There is near zero tolerance for anyone who tells the truth, in effect giving away the scheme of the churn. Investors on the whole do not understand the Supply demand metrics of the markets, everything is covered in noise.

If it's not one thing, it is another as characterized by media and talking heads. If the prevailing trend were known and the tactics applied to the present were revealed, everyone would adjust their own tactics accordingly and beat mr Market at his own game.

No; these agencies of the political sort cant tell the truth, they hold onto power by maintaining hegemony over debate.

Everything framed according to a specific set of rationalizations maintained by the ebb and flow of hegemony. Money is often characterized as the root of all evil, when in fact hegemony over information that allows the few to control the many. To set the trend and to reduce the unsuspecting right or wrong to the same set of controls.

Markets are about Supply and demand for shares; all action happens against the floats, expanded as they are by the instruments available to the players.

The goal is always the same; to provide impressions for the unsuspecting, and to keep the debate framed in a myriad of half truths.

Short or long we all have to understand the rules and play the best we can to win, but we do not have to be ignorant about it.

Hard reality people at the top are hired to always spin for positive. If they didn't they would be tossed out post haste.
EU economic meeting in Spain came out with robustly confident projections in the face of data saying otherwise.
Why? They are under orders to LIE.
Economic Society is this huge ant colony that has a primal directive, the the top economic ants(the leader ants) MUST always tell the masses of ants beneath them to "don't worry, be happy" even if they see economic hell ahead, as this always allows the leader ants time to fill their larders before the truth gets out. At least that is my very CYNICAL opinion:) Max p.s. hey maybe the "don't worry be happy" is the the truth, and this is just the beginning of another economic boom ahead, but you know what, i don't think so ---surprise, surprise.(vbg)
