the commercial banks and finance companies like GECC, derivatives markets are double if not triple that of the worlds stock and debt markets.

The gubmint could buy them bonds for discount and put them in the social security fund at nominal value of course. If cleverly done, Mrs. Clinton would come out smelling like a champ!
