The p/c volume ratio does not speak about open interest. See the Barrons column on options. A lot of puts were closed and not carried over into the following month. (hence the put VOLUME .. not necessarily opening of new positions)

The feeling is that volatility will tend to go down in the summer months. The option sellers are more comfortable selling volatility at this point.
