The culture shapes the people. A culture of responsibility must include the notions of punishment and reward, blame and praise, prominently. As I said, the ideas are interconnected. Throw out punishment and blame, and you are impairing the idea of responsibility, if not destroying it.

Yes, you did:

relevant instrumental values
--punishment fits the crime
--not profiting from the crime
--mercy and justice


I will reiterate the general principle. We depend on certain moral ideas to improve society. These ideas are interconnected, and also connected to actions with symbolic significance. We cannot help but to impair or destroy various of these ideas unless we preserve the network of ideas that support them. For example, mercy cannot be arbitrary. Rather, it is a basis for balancing other values against strict justice in order to seek the best overall result. If it is arbitrary, it harms the idea of justice. Otherwise, it enhances the idea of justice, by making it compatible with a broader scheme of goods.
