...and honest voting:

Federal elections should be held separately, with voting at centralized locations under strict Federal supervision with party observers. No voting except on Election Day, and only at the supervised location (only exception-military citizens voting from their posts and overseas stations. All others get their asses home to vote-or wait until next time.) Vote counting should be centralized in state capitals-again with Federal supervision and party observers.

Registration should be required during 90 days (only) before every Federal election, expiring the day after the election, requiring new registration each cycle, and should be separate from state registration. There should be one registration place per county, with Federal supervision and party observers. Reasonable requirements for the verification of literacy, identification, and proof of residency should be absolutely enforced before a name is added to the voter rolls. A sampling investigation to verify residence should take place within a week before any votes are collected. The overarching rule across the nation should be: Fail to properly complete the registration process means you don't vote this time. Try again in two years. Fuck up your ballot, and it's shredded, and you try again in two years.

Any deliberate attempt to evade the procedures above would be a felony requiring prison time.

As for state and local elections, let the states and localities worry about that. They definitely should...
