Having read the book, my take was that Baer kept Lake, et al, informed of what the Iraqi opposition was up to, they let the opposition go ahead and get ready to pull a "Coup", then Lake pulled the plug at the last moment.

yes, that's Baer's story. but that's not how it seemed from the other side, where my bosses were. From where we sat, it seemed like there was some unauthorized freelancing going on by overenthusiastic personnel on the ground, who encouraged reckless actions by locals that had little chance of success and made implicit or explicit promises about US support that they had no right to make.

This was all "top secret double probation" classified at the time--above my puny little peon clearance--so I don't know the full story myself, and wouldn't be able to say anything about it if I did. But I do know that his version is not the same as the one you would hear from the officials back in Washington, and I have some reason to believe them rather than him.
