Treasury delays options withholding

WASHINGTON (CBS.MW) - Federal tax officials on Tuesday delayed a plan to require employers to withhold payroll taxes on incentive stock options and employee stock purchase plans, or ESPPs.

"We have decided to extend the moratorium indefinitely," said Pam Olson, the Treasury Department's acting assistant secretary for tax policy, in a statement.

Boo hoo: Corporate tax lobbyists and business trade groups have lobbied hard against the proposal, arguing it would rob the plans of their incentive value and place a massive bookkeeping burden on firms.
