Unfortunately the White House has been unable to provide a citation for that statement earlier than August of 2001... which you will note is WELL past the campaign time frame (even accounting for the delayed Florida results :)

Suspiciously, August of 2001 was when the White House (read: Karl Rove, political manipulator extraordinaire) began worrying seriously about the (bad) deficit numbers which were rolling in.

That's why I used the Stalin reference to the "Big Lie Technique". If you repeat something often enough, people began to believe it... despite the total lack of evidence.

Perhaps that's why you sort of remember Bush saying something like that: he's repeated the lie about what he supposedly said during the campaign trail 14 times since August.

Repeat something often enough and it becomes "fact".

A very old political technique.
