Another theory is they wanted to hit the opposite side of the Pentagon but from inside the ring where there would have been more damage. Just came in too low.

Of course I read the speculations of the navigator, and the excellent maps, but what counters that are the other reports of the level of skill required and the damage descriptions. In any case conclusions are less important than assembling facts, made more difficult by the suppression of government data.
