I think the squirreliest part is that it can function at all as designed. Tee bureaucratic fiefdoms that caused the problem in the first place are still there. The ambitions and antagonisms that go with them will still be there.

The Week in Review had an article on said department, nytimes.com , which contained this graphic, graphics7.nytimes.com , pretty much illegible on the internet, but readable, to the extent that such a thing can be read, in the print edition. Never fear, though, my local rag picked up a more easily interpreted version. accessatlanta.com .
