They should, if not, we have no country, no borders.
Especially in so far as the citizen having to had pay taxes.
Taxpayers should not have to subsidize favors for foreigners.
If foreigners want to come here and work, go through the proper channels, pay taxes and receive no subsidation not afforded to US citizens, then fine.

I suggest yoiu go check out the laws that other countries have pertaining to immigration and working there. Try Australia and New Zealand for starters.
