You wait until their bodies are worn out and useless?

It doesn't matter how old they are when they die. Their carcasses can still be studied for evidence of physical causes of criminality. That is the utility. And, if they're not needed for that, then they can be used by medical schools. Many criminals will not have the wherewithal to fully make reparations to the victim or to society. Donating his body is something any criminal can to for the benefit of society as part of making amends.
