Because you can't guarantee any of that? I can't guarantee that, but I can guarantee the reparations contract. And in any case, it is not adequate? The panel, which includes citizen and victim participation decides what is adequate for reparations, not you. And her community decides how to express its disapproval, not you. They are the arbiters of what is adequate, not you. When you serve on a panel, then you get your say. Or you can personally express your disapproval to her if you feel so strongly about it. The sum total of that disapproval will be deemed adequate.
