We would learn how to determine when people should be allowed back into society.
Would we? Guessing about what other people are likely to do is a fool's errand- -and terribly inaccurate. And the chances are excellent it will remain so for a long time, maybe forever.

Neither man nor society is perfectible. We must make do with what we have. And mistakes get made.
