Yes, there is the occasional high profile case in which a violator who is rich, famous and has a high-priced battery of attorneys is made an example of in the charging so that the accusation can't be made that he or she is receiving preferential treatment.

Of course in less high profile cases, for example white middle class suburban kids picked up by the local cops with a little weed in their knapsack, the punishment is often to tell Mom and Dad.
