I consider my point perfectly responded to and am impressed with your proposal, which is original (to me, anyway; maybe you're part of a school of thought?; I haven't read much about criminology recently) and intelligent, imo. And can't work worse or more distastefully than the present system. Selling it to the angry might be a real problem. It's like with the dp. Anger puts the desire for justice and fairness, and the desire actually to lessen crime, on the back burner.
