Congress has by its very nature a high propensity to spend. Each Congressman or woman is duty bound to get the most that they can for their respective district. It is up to the chief executive of the country to put a damper on this spending. That's why I'm a believer that the best case scenario for our country is a presidency controlled by one party and a legislative branch controlled by another.

Note also that there are instances that our president has taken some of these subsidies all by himself, with no involvement from Congress. The steel tariffs immediately come to mind. That was an executive order, and since then, steel prices have risen an average of 33%.
