exactly: He was elected as an effigy of the forces at work: a perfect man FOR the times. The notion that he created the bubble is silly...(or that he was responsible for all or even most of the sleaze)

No, I don't think Clinton created this. I was over-reacting to those who think Bush should be able to wave a wand and end it. <g>

Clinton did, however, personify the attitude which created the bubble, i.e., do anything that feels good at the time and lie about it later. Whether he set the tone of the times or merely reflected it, I cannot say.
