Yes, I would think so to the extent that people don't buy into it and insist on acting out their blood lust in violation of the system. Hotheaded people often turn to vigilantism whenever they don't think the system, any system, works for them. However, they would be held accountable for any crimes they committed in doing so, just like every other criminal. I think I must have been unclear with my phrasing about single crimes. I didn't mean first offenses. I meant crimes not likely to be repeated. Anyone who has so little impulse control that he would commit a vigilante act for vengeance would be lumped in with the serious criminals. As people internalized that vengeance ain't acceptable, the vigilantism would abate. You're right, though, the transition to my model would be a bitch.
