I think all industrialized countries have targets on them. Baader-Meinhof did a lot of damage in Germany and remember that goof in Japan who tried to put poison gas in the subways over there? Our home grown crazies (though there is some controversy over this now with some blaming Muslims) did a pretty nasty job in Oklahoma City. Anarchists have been around for a long time. It's just that travel and weapons have improved mightily. The airplane is mightier than the Molotov cocktail.
