We already have court ordered community service. The suggestion is to have the perp work to pay for reparations. I don't see where unfair competition is associated with this idea. Their work is being paid competitively but the revenue is going to the victim not the state. If we use our heads we could have them doing some sort of job creation work for the non-criminals. There are lots of jobs that are never created because the research or development efforts are too expensive. There are needs for labor that go unfilled because there just is no labor available. I've got a couple of forest fires out here that we could drop them into. "I think there are going to be some serious political problems here." of course, as always...we gotta give the flapjacks something to do.
