We don't have crime fighting tools. We have crime stopping or crime arresting tools. Unless you are refering to commitments to the vision and founding principles of the society, by its citizenry. Everybody else is an enemy of the state, the only fight is to catch them in the act.

That's deceptively simple and conceptually interesting.

Crime-arresting tools might be such things as legalizing drugs(or giving it a shot anyway (or reducing drug abuse in other ways)), creating more jobs, getting more cops out on the street.

Concrete plans for increasing "commitments to the vision and founding principles of the society, by its citizenry" would of course be the best prospective tools, and a list of those could be added to kholt's draft action-plan.

It would be interesting to have anyone who isn't filled with despair or at least depression by the question offer their ideas for additions to such a list.
