I think that it's a combination of 2 things. First, the bottom line, investors are more apt to take a wait and see attitude now days when it comes to new contracts. Second the psychology of todays investors is being influenced by market scandals and unrest in the world not to mention a market that may not have bottomed long term yet.

As far as when it becomes attractive? It's feasible that it could hit .76 which was the Sept 21 2001 close. About that time was when I last averaged down at about .80.
