My understanding the Dems have agreed to a one time fix for the immediate crisis and that is where i get lost in what they are battling about now (I need read my NY Times:). The conservative right is also unhappy about this, so Bush has trouble from both sides.

The Democrats want $ 9 billion in additional spending. The Republicans acknowledged that they can juggle the accounts for another couple of weeks to avert 'default'.
