Yes, although they no longer qualify for DE auction status. They are bound to DE restrictions regarding their C and F Blocks they acquired at Auction.

Thanks Skip for asking, I was wondering also about equity and warrants, etc. But is anybody aware of any restriction that would limit QCOM from buying Leap debt or some sort of preferred? The magic $225 million seems like such a drop in the bucket from QCOM to get a viable carrier over the hump when they have piled much more money into other investments of dubious merit (not just talking Globalstar, either). It would seem to be a real black eye to have a QCOM-sponsored CDMA carrier fail in the U.S.
