This issue is more about what the covered, veiled women represent to Westerners and what we'd like to do about it, than ID.

Put our prints on the drivers licence. The tool scans my finger in the flesh and the print on the licence.
And licenses with false names and your fingerprints could still be faked. Gov'ts try to build good security into their currencies. And it still gets counterfeited.

You are overdramatizing.

Very few of the women who cover to this extent are interested in a drivers licence. I can't believe the police would be over whelmed with what to do if they pulled one over (once in ten life times) and weren't convinced that they were the law abiding citizen shown in the ID.
We may be talking about different things here. I was thinking of public transportation, particularly flying. Although plenty of damage could be done with a car or a truck.
