Giving it a chance most people would migrate:

Sweden appeals a lot to poor people moving to a place where people of different backgrounds are respected. Lots of Central Asians and Maghreb people

The US since the perception of people is shaped by what they see on TV and the movies.

England appeal to people of the former colonies.

Iberia appeal to people of Latin origins and to Africans due to proximity

Australia proximity to overpopulated countries

But this is today with stupid booklets requiring stamps from sullen civil dis-servants.

What is required is established policies of population rebalancing. I find this new name much more a appropriated than mass migration.

Population re-balancing is the only chance -apart from recolonization- to create a new economic boom.
