That is my belief as well for peacetime situations. This is different. Bush has 70%+ support. He needs to use his political capital or it will erode just like SR. He should go on TV, recite the pledge(incl under God) and hit us with a surcharge to pay for the war. He should then go and prosecute that war on El Quaida, with 100% effort.
Now to the effect of the tax itself. It would shore up markets as we move back toward balance in the budget. And the economic effect should be much like last years cut--nothing. To have an effect with the economy you need a jarring tax cut like reagans or a jarring increase. This is a surcharge--its chump change. Mike
