A large percentage of people who cover like this do see it as a religious requirement. Of course Muslims who don't cover, see it as cultural adaptation. Everyone else interprets it according to their own utility.

No question about it. If you can demonstrate that this creates a safety issue then there is no arguement about driving. However, this same type of argument was used to keep women from certain carriers until it was shown to be unfounded. The issue at this point is still ID, right?
