Good idea.

Cell phones don't have sufficient bandwidth to transmit images in a reasonable length of time. Thet are designed to transmit at kilohertz, not megahertz, rates. However, police often don't use civilian commercial technology, so that's not a problem. Will cost, though.

The political problem may be bigger: This would require all legal US residents to be fingerprinted and a national database to be established. This would likely ignite fear of Big Brother.
