(1) Don't shoot when there's a flock of birds between you and the target. (2) Or make the first few hundred feet of travel ballistic. (3) Or don't launch until you've acquired lock.

(1) Don't point your infrared sensors at the ground. Instead, point them at the place where you're flying to. A typical field of view in an antiaircraft missile system would be 15 degrees. That would exclude "a guy standing next to the rocket shooter smoking a cigarette".
