Regardless of the qualifications of the pilots, it is disturbing, and not only because people were killed unnecessarily. The incident was not an "accident" per se: it appears to have stemmed from excessive eagerness to engage. In this sense it is very similar to the incident in which a civilian airliner was shot down over the Persian Gulf by a US vessel that was clearly pushing the rules of engagement. Something here that needs to be addressed in the training process, I'd say.
