I think that government interference (apart from promotion of alternative methods of discipline) would be too intrusive. But I agree that getting people to think about how to handle such problems is a good idea. I believe that (mild) corporal punishment makes sense when the child is so young it is hard to discuss the matter, and when he has been intolerably obstinate about persisting in acting up. I think trying to get people to limit themselves to spanking when the child is in elementary school, and as a last resort, would be the most effective strategy of promoting a reduction in uncontrolled smacking.
