I'm sure as heck not smart enough to know "how small is small" - I believe Zeev thought it's not a "problem" as long as it's less than 2% of GDP, though I may be mistaken. I believe we do take in more in good times than we spend and reverse it in bad times (just a couple years ago, weren't we running surples? and expecting bigger ones too?) so you're right about that While I'm "clearing the deck", I'll also apologize to you for any moronic comments I may've made in the past (no, i'm not doing "Step 9" if anyone is wondering - hee hee hee)
