The difference is that the payments to payroll can be seen and accounted for. It's all the other trillions that are part of "hocus pocus" of corporate-political machinery that are not tracked that need to be accounted for. Your scenario pits union vote-buying against corporate media-manipulation. The smart thing is to have full realtime disclosure of all dollars in the government. The only exception being bona-fide military secrets, which are practically non-existant.
