Seeking redress, or restitution, smacks too much of debtor's prison for my taste: those with funds get off or out easily and the poor and unskilled rot in jail.

In my model, everyone pays restitution in some form or another. And how much time they spend in "jail" is strictly a function of whether they are a danger to society. It's not about the restitution.
