If no one tinkered it would of worked if the accounting system of the governments involved managed debt well. This was not the case, this is theory that leaves much to be desired in the world of complete composition, meaning all economics ends of a nation must be accounted for not just the currency swap. Meaning a nation is only as good as its government ability to keep debt at a payable level.
