Bush may very well be getting such a biased interpretation from Tenet and the other self-serving members of the intelligence apparatus. Bad decisions flow from bad information. There's no reason not to suspect that over-grown bureaucracies are shading the truth for their own benefit in briefings to the President. It's possible he's nearly as much of a mushroom as we are. This was certainly the case with Harry Truman, who was completely unaware of the implications of the Manhattan project throughout his term as Vice-President and well into his Presidency. Another example would be the fact that John Kennedy was kept in the dark about Operation Mongoose, the infamous Bay of Pigs invasion until he was essentially presented with a fait accompli to sign off on. His attempts to rein in the secret government later in his Administration is the most likely cause of his "dismissal with extreme prejudice". Johnson, was, of course, kept in the dark about the vulnerable situation we were in in Viet Nam. If anyone in the Bush family knows what is really happening, it is most likely Poppy, who's better connected to the secret government than is Dubya.
