From all I've read, the determination to cease using so many "dirty" agents sprang from the Church hearing circa 1977. The CIA's dirty laundry was being expose and it stank to high heaven. When Reagan came in, he had some business people who wanted to create the Internet bubble years before its time. It was called, dismissively, Star Wars, and it is exactly the same nonsense that Donny Rumsfeld is promoting as NMD. It is a crock of deep doo. They are going to spend $7 Billion on this lie this year. Great return on investment for the bribers who put King Georgie Bush and Lyin' Cheney in charge of the cookie jar. No matter how much scientists try to intervene and point out the obvious defects of this swindle, the Bush Mafia just pushes on with the insanity. It's quite remarkable they aren't laughed off the face of the planet. But then I perhaps give too much credit to the intelligence of the American public, who would be up in arms if only they had a clue.
