As an engineer involved in many complex designs. The reason the Original Constitution contained what it did is in the real world you fish or cut bait. Get a government in place on what we agree on now and then continue work to iron out what we don't agree on. The restrictions of powers, the bill of rights are far more contentious issues than laying out the who how and what of the government functions. Attempting to read into some obvious intent seems silly if speculation is based upon when. DO the easy now and get off square one and we have time to work on all the hard stuff. That's the political way to incrementally solve huge complex problems. Consider the recent agreement on Nuclear Weapons reduction. tom watson tosiwmee
