He is shifting the financing of pollution cleanups away from the concept of "polluter pays" onto the backs of the taxpayers.

The lesson here is that corporations have little incentive to "do no harm" because they will be able to duck responsibility for their most egregious actions: "taxpayer pays" means that the public pays twice, first as the damaged party, second as they pay to undo or reduce the very damage done to themselves.
