Sounds like it could be a browser problem? Are you using Internet Explorer? Have you tried to find and use the IE repair tool in Control panel...Add/Remove programs?

I opened an account with a small local ISP a couple years ago that was bought out by a larger ISP and recently acquired by Earthlink. Since this latest switch, I frequently find Earthlink restricting my data rate to something far less than (about half) what should be supported by the connection speed (typically 49,333 with my 56K modem). If I hang up and redial, full data rate is usually restored. I don't consider that a "solution" to poor service; it's just the way it is.

You can monitor connections speeds and data rates for dial-ups using System Monitor.
